Default Broadcast message program

Anyone have a simple program they use to send broadcast messages to all clients other than windows messenger service?

Our upper management is looking for something to send notifications to all users. We're not willing to use windows built in messenger due to the security risks.

Everything I've found so far is basically a full fledged IM program and we don't want to give that capability to all our users. We may end up going that route if we find something that allows us to lock down the app to the point where most users can only receive messages, don't want all users chatting the work day away.

We thought Outlook would suffice for spreading annoucements but they want something a little harder to ignore.
