Default DHCP and sub-domain

I have a network which uses Static IP and would like to change it to DHCP. How would you configure a subnetwork for DHCP when the root domain uses DHCP.

I was advised that the workstation would not be able to resolve which DHCP server it would get its IP address.

Since I have 70 users it would be advisable to use DHCP.

The client will accept an ipadress from the DHCP server which respons first.
Which one is not important from the client.
